Retaliating against those who speak out against the Agency is not acceptable. Failing to enforce EPA disciplinary policies against those who are found to discriminate or harass is not acceptable.

That is the beginning of a surveillance state which I think is outrageous, particularly since with the Freedom Act in 2013, we curtailed the NSC's ability about that.

I think that this markup has been a lot better than it could have been, and I think the chairman has been probably very evenhanded on that.
