Mr. Speaker, I rise today in strong support of the Thomas R. Carper Water Resources Development Act of 2024. My district, the Third Congressional District of the State of Wisconsin, has the largest contiguous section of the Mississippi River of any congressional district in the Nation. We don't have a north and south highway. We have the Mississippi River. While there is unparalleled economic, transportation, and recreational significance of our region, our communities along the river are subject to flooding due to weather events and aging infrastructure. We must do more to ensure the resilience of our communities located along our river, which is why I am proud this bill includes a new study authorizing the city of La Crosse levee accreditation. The study will focus on flood risks and water resource management concerns in the La Crosse area and is a first step toward a long-term accreditation of these levees. I was very proud to champion the continuing authorities programs, which allow smaller Army Corps of Engineers projects to be implemented without the lengthy congressional approval process.
