The Chair appoints the gentlewoman from North Carolina (Ms. Foxx) to preside over the Committee of the Whole. {time} 1425 In the Committee of the Whole Accordingly, the House resolved itself into the Committee of the Whole House on the state of the Union for the consideration of the bill (H.R. 3189) to prohibit the conditioning of any permit, lease, or other use agreement on the transfer, relinquishment, or other impairment of any water right to the United States by the Secretaries of the Interior and Agriculture, with Ms. Foxx in the chair. The Clerk read the title of the bill. The CHAIR. Pursuant to the rule, the bill is considered read the first time. The gentleman from Washington (Mr. Hastings) and the gentlewoman from California (Mrs. Napolitano) each will control 30 minutes. The Chair recognizes the gentleman from Washington.
