Let me make this a lot simpler. I will take 15 seconds and say I am a cosponsor of Senator Rockefeller's bill. I believe it is an effective approach. To Senator Murkowski's credit, it is an approach she originally proposed, before she was shut off from getting a vote on that type of a procedure.
