Mr. President, I thank the chairman for his clarification. The last thing I wish to do in a bill this complex is to tie up the Senate in procedural votes, rather than votes of substance. Even if this point of order were raised, it is my understanding then there would be a mandatory vote which would tie us up. I am not going to call up this amendment. I very much appreciate what the chairman said about the possibility that we be allowed to vote on other appropriate legislation being considered in the Senate. As I previously stated, I believe this is a matter of very eminent fairness, and it would be for the body to vote on it. I would like to have that vote. I yield the floor. The PRESIDING OFFICER.
