It is not to be supposed that excited attention to public and national transactions or general political discussions in Europe on subjects open to all the world are known only in consequence of private information communicated to the Government.

I utterly repudiate the idea, in terms as emphatic as I can employ, that those laws are not to be enforced or those guaranties complied with because the President may believe that the right of suffrage or any other great popular right is either too restricted or too broadly enlarged.
All nations are interested in enforcing an observance of those principles.
In compliance with the request of the governor of the State of Illinois, I transmit herewith a copy of certain resolutions adopted by the general assembly of that State.
