My convictions are most strong that these benefits would flow from the adoption of this measure; but if the result should be adverse there is this security in connection with it--that the law creating it may be repealed at the pleasure of the Legislature without the slightest implication of its good faith.

I congratulate the country upon so happy a termination of a condition of things which seemed at one time seriously to threaten the public peace.
To the Senate: I transmit herewith a communication from the Secretary of the Treasury, to whom I had referred the resolution of the Senate of the 27th December last, showing that the information called for by that resolution can not be furnished from authentic data.
The great question is—not as to the manner in which it shall be done, but whether it shall be accomplished or not.
I have to perform the melancholy duty of announcing to the two Houses of Congress the death of the Hon. Abel P. Upshur, late Secretary of State, and the Hon. Thomas W. Gilmer, late Secretary of the Navy.
