I have thought proper to direct that the report of Lieutenant-Colonel Hitchcock concerning the frauds which he was charged to investigate be transmitted to the House of Representatives, and it accordingly accompanies this message.

I herewith transmit to the House of Representatives, in answer to their resolution of the 16th instant, a report from the Secretary of State, with the correspondence therein referred to.
Under every view which I have been able to take of the subject, I think that the interests of our common constituents the people of all the States, and a love of the Union, left the Executive no other alternative than to negotiate the treaty.
I transmit to the Senate a report from the Secretary of State, with documents, containing the information requested by their resolution of the 23d ultimo.
I will also add that it in no measure detracts from the value of the improvement contemplated in the construction of the Princeton or from the merits of her brave and distinguished commander and projector.
