Mr. Chair, I yield myself such time as I may consume. Mr. Chairman, as I read the amendment, it says: ``insert the following before the period: `[comma] including any special administrative region within such a covered nation or any other territory that the United States recognizes as being under the control of such a covered nation on or after the date of the enactment of this subsection,' '' as to who is going to be a nation of concern. Like I said, this is a question of whether or not you have to figure out what that means so you will know whether or not you can accept a doughnut from somebody from whatever that language means they come from. I don't know how that has anything to do with national security. Mr. Chair, I reserve the balance of my time.
