Pursuant to House Resolution 78 and rule XVIII, the Chair declares the House in the Committee of the Whole House on the state of the Union for the consideration of the bill, H.R. 50. The Chair appoints the gentleman from Nevada (Mr. Amodei) to preside over the Committee of the Whole. {time} 1352 In the Committee of the Whole Accordingly, the House resolved itself into the Committee of the Whole House on the state of the Union for the consideration of the bill (H.R. 50) to provide for additional safeguards with respect to imposing Federal mandates, and for other purposes, with Mr. Amodei in the chair.
