Mr. Chair, I rise in support of this amendment. I believe that English should be the official language of the United States of America, but that's a different issue. Let's be realistic. The people in Puerto Rico predominantly speak Spanish. Let's provide a ballot to them in Spanish so that they can know what they're voting for. And the amendment provides that if anybody wants an English ballot, they can get an English ballot. I think that's fair. I think that's reasonable. It just allows the people of Puerto Rico to know what they're voting on. I think that's a simple request. And there is no additional cost to the people of the United States of America, because I was able to pass an amendment in the committee that said that there will be no cost to the United States taxpayers here in the continental United States. So again, I think it's reasonable. I rise in support of this and urge its support.
