Mr. Speaker, our small businesses are hurting. In the past year, only one in five small businesses has hired. This is a problem because if small businesses aren't hiring, we don't recover. According to a survey from the U.S. Chamber of Commerce, they are not hiring because they don't know what Washington, DC is going to do to them next. Four in five small-business owners said that the taxes, regulations and legislation coming from Washington made it more difficult for them to hire additional workers. In other words, our government is getting in the way of economic recovery. H.R. 9 will be a breath of fresh air to them. For every $100 of income, small businesses will save $7 in federal taxes. That's 7 percent they can put towards hiring a veteran back from Iraq or someone who hasn't been able to find a job for years. Washington needs to get out of the way and let our small businesses do what they do best: hire new workers. And that's just the way it is.
