I raise a point of order under section 302(f) of the Congressional Budget Act, which prohibits the consideration of legislation that exceeds an authorizing committee's 302(a) allocation. The substitute, as amended, provides for net increases in direct spending of $21 billion, and if adopted it would cause the underlying bill to exceed the allocation of the Banking Committee over the 2010- 2014 period.

I would suppose that those five or six or seven will not ever vote for Mr. McCarthy and the other is based upon pure and simple negotiating skills and tactics and agreements.
