There was a way forward to provide the discussion, a preconference conference, if you will, because we had all agreed on the policy. This was not a mystery. This was not something that one body had done in secret. This had all been done out in the open for the past 2 years. So that pathway was available. But for whatever reason, the other body said no deal. We don't want to deal with the House. We want to jam the House at the last minute and get them to accept something. Or better yet, let's just do another patch and get us past our Election Day.…”
