But the nays were bipartisan. The yeas, of course, were of a single party. Calendar year 2009, the budget didn't pass until the month of April, and, once again, the only thing bipartisan about the budget that year was its opposition. Then, finally, I would point out that the following calendar year, 2010, there was no budget submitted.
