Mr. Chairman, I rise in opposition to the Ukraine Security Supplemental Appropriations Act, and I will make a glaring point: This war is not, economically speaking, even a fair fight. The gross domestic product of the European Union is nine times that of Russia's. Their population is three times that of Russia's. The European Union can do more. If the United States continues to fund this effort, the EU will not muster the political will to do what they should. Yes, Russia is a strategic adversary of America, but it is a bigger threat to our European allies. Even now, many NATO nations are not doing the required 2 percent of GDP on defense. Europe must act with greater urgency. We have heard a lot about Churchill and Chamberlain. May I point out that they are both British. If Great Britain and Europe as a whole had done more with Austria, with Sudetenland, history might be different. Mr. Chair, I implore my colleagues to put America's border security ahead of Ukraine's. Ms. DeLAURO.
