Mr. Speaker, I move to suspend the rules and pass the bill (H.R. 5388) to amend the Homeland Security Act of 2002 to provide for innovative research and development, and for other purposes. The Clerk read the title of the bill. The text of the bill is as follows: H.R. 5388 Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Support for Rapid Innovation Act of 2016''. SEC. 2. CYBERSECURITY RESEARCH AND DEVELOPMENT PROJECTS. (a) Cybersecurity Research and Development.-- (1) In general.--Title III of the Homeland Security Act of 2002 (6 U.S.C. 181 et seq.) is amended by adding at the end the following new section: ``SEC. 319. CYBERSECURITY RESEARCH AND DEVELOPMENT. ``(a) In General.--The Under Secretary for Science and Technology shall support the research, development, testing, evaluation, and transition of cybersecurity technologies, including fundamental research to improve the sharing of information, analytics, and methodologies related to cybersecurity risks and incidents, consistent with current law.…
