The amendment is as follows: (Purpose: To ensure that health care reform reduces health care costs for American families, small businesses, and taxpayers) At the end of subtitle F of title I, insert the following: SEC. 1__. LIMITATION ON APPLICATION OF ACTS. Notwithstanding any other provision of law, the Secretary of Health and Human Services shall not implement the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act of 2011 until the Office of the Actuary at the Centers for Medicare & Medicaid Services certifies to Congress that such Acts will reduce National health expenditures relative to the level of such expenditures under current law.
