Madam President, this has been cleared by the majority bill manager, by Senator Inouye and his staff, I believe. Certainly the ranking member has no objection. I didn't know I had to clear amendments with all 100 Members of the Senate before I could even get them called up. I am prepared to call it up so we can then consider it and then we can debate it and vote on it. But this does not seem like a way to make any progress on this important underlying legislation.
