Mr. Speaker, pursuant to House Resolution 747, I call up the bill (H.R. 4607) to amend the Economic Growth and Regulatory Paperwork Reduction Act of 1996 to ensure that Federal financial regulators perform a comprehensive review of regulations to identify outdated or otherwise unnecessary regulatory requirements imposed on covered persons, and for other purposes, and ask for its immediate consideration in the House. Pursuant to House Resolution 747, an amendment in the nature of a substitute consisting of the text of Rules Committee Print 115-61, modified by the amendment printed in part B of House Report 115-582, is adopted, and the bill, as amended, is considered read. The text of the bill, as amended, is as follows: H.R. 4607 Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Comprehensive Regulatory Review Act''. SEC. 2. AMENDMENTS TO DEFINITIONS OF THE ECONOMIC GROWTH AND REGULATORY PAPERWORK REDUCTION ACT. Section 2001(c) of the Economic Growth and Regulatory Paperwork Reduction Act of 1996 (12 U.S.C. 252 note) is amended by adding at the end the following new paragraphs: ``(8) Covered person.--The term `covered person' has the meaning given such term in section 1002 of the Consumer Financial Protection Act of 2010 (12 U.S.C. 5481).…
