Mr. Speaker, I yield myself 30 seconds to set the frame for where we are. What we're asking is for all major rules and regulations to have to be approved by both the House and the Senate and signed by the President before they would ever go into effect. That message is one of the few things we can agree on--the Senate agreed on the time we can adjourn. That's about what we agree on. Seventeen bills have made it through here in 7 months, and we're talking about 50 to 100 major rules. Not gonna happen. I yield 5 minutes to the gentleman from Virginia (Mr. Connolly).
