Mr. Speaker, I move to suspend the rules and pass the bill (H.R. 4903) to prohibit the use of funds by Internal Revenue Service to target citizens of the United States for exercising any right guaranteed under the First Amendment to the Constitution of the United States. The text of the bill is as follows: H.R. 4903 Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. PROHIBITION ON TARGETING BY THE INTERNAL REVENUE SERVICE BASED ON THE EXERCISE OF FIRST AMENDMENT RIGHTS. None of the funds made available under any Act may be used by the Internal Revenue Service to target citizens of the United States for exercising any right guaranteed under the First Amendment to the Constitution of the United States.
