Mr. President, I thank Senators Kirk, Boxer, Durbin, Casey, Menendez, and Schumer for their leadership on this issue. I also thank our partners in the House for their work, and let me thank Chairman Rockefeller and Ranking Member Hutchison for considering this amendment.
