“Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise in support of H.R. 5081, the Surface Transportation Security and Technology Accountability Act of 2018. Mr. Speaker, every day, millions of Americans engage with surface transportation across various modes, including passenger and freight trains, commuter rail, mass transit, and buses. These systems, which so many of us rely on, are often viewed as soft targets, so it is more important than ever that we intensify efforts to secure these critical systems.
