Mr. Chairman, I have an amendment at the desk that addresses pay for foreign service officers. It will ensure that the expected 24 percent pay raise does not go into effect in fiscal year 2011. It is my understanding that we have an agreement between the majority and minority on this issue. I yield back the balance of my time. The Acting CHAIR.
