Madam Speaker, I rise today to support H.R. 4, the Small Business Paperwork Mandate Elimination Act of 2011. The expanded reporting requirements to the Internal Revenue Service are mandated by the health care reform act of 2010 on any purchase made $600 or more. This provision would directly impede economic growth in the 29th District of New York. At a time of great uncertainty, the economic recovery in the 29th District continues to lag behind the rest of the nation. This burdensome mandate must be eliminated and I proudly support the repeal for the sake of our small businesses and farmers. Further, we must act to ensure that ``red-tape'' measures and over- reaching regulations do not continue. If we are going to reduce government spending, it starts with repealing unnecessary requirements, such as the 1099 requirement. This provision of the health care reform law contributes to the bloating of the Federal Government and must be repealed. As we move forward towards returning fiscal prosperity to our nation, I will remain committed to the interests of small businesses and farmers, protecting them from burdens which restrict their growth. I urge all of my colleagues to vote in favor of repealing the expanded 1099 requirement.
