The bill clerk read as follows: A resolution (S. Res. 165) calling on the Government of the Russian Federation to provide evidence or to release United States citizen Paul Whelan. There being no objection, the Senate proceeded to consider the resolution, which had been reported from the Committee on Foreign Relations, without amendment, and with an amendment to the preamble, as follows: (The part of the preamble intended to be stricken is shown in boldface brackets and the part of the preamble intended to be inserted is shown in italic.
