I just want to highlight bipartisan legislation I introduced that could help Puerto Rico's energy transformation.
The citizens I represent will only be able to have equal treatment and opportunity by becoming a state.
Congress imposed PROMESA even though many like me were opposed.
The Island can never really prosper without equality and democracy within the United States.
