Do we want to lead the world in space or do we want to yield that to somebody else?

The goal here is to have as much as possible we want NASA to be a customer of services.

I am the first NASA Administrator from that day to this day that was not alive when that happened.

That was a decision by the President of the United States announced by the Vice President of the United States.
