Mr. Speaker, pursuant to House Resolution 906, I call up the bill (H.R. 4468) to prohibit the Administrator of the Environmental Protection Agency from finalizing, implementing, or enforcing a proposed rule with respect to emissions from vehicles, and for other purposes, and ask for its immediate consideration in the House. The text of the bill is as follows: H.R. 4468 Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Choice in Automobile Retail Sales Act of 2023''. SEC. 2. PROHIBITION AGAINST FINALIZING, IMPLEMENTING, OR ENFORCING A PROPOSED RULE WITH RESPECT TO EMISSIONS FROM VEHICLES. The Administrator of the Environmental Protection Agency may not finalize, implement, or enforce the proposed rule titled ``Multi-Pollutant Emissions Standards for Model Years 2027 and Later Light-Duty and Medium-Duty Vehicles'' published by the Environmental Protection Agency in the Federal Register on May 5, 2023 (88 Fed.
