Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, our national security is strongest when development, diplomacy, and defense are equally prioritized. This amendment undermines U.S. leadership and diminishes our engagement in the world. Yes, I do think of my eight grandchildren when I urge my colleagues to oppose this amendment.
