This Act may be cited as the ``State, Foreign Operations, Agriculture, Rural Development, Interior, Environment, Military Construction, and Veterans Affairs Appropriations Act, 2021''. SEC. 2. REFERENCES TO ACT. Except as expressly provided otherwise, any reference to ``this Act'' contained in any division of this Act shall be treated as referring only to the provisions of that division. SEC. 3. REFERENCES TO REPORT. (a) Any reference to a ``report accompanying this Act'' contained in division A of this Act shall be treated as a reference to House Report 116-444.
