Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I remind my Democratic colleague that the rule we are debating today provides for consideration of H.J. Res. 42 regarding a Department of Energy appliance rule, H.J. Res. 61 regarding an EPA National Emission Standards rule on rubber tire manufacturing, and S.J. Res. 11 regarding the EPA's Bureau of Ocean Energy Management rules requiring burdensome archaeological reports on energy producers.
