Mr. Speaker, I move to suspend the rules and pass the bill (H.R. 3774) to impose additional sanctions with respect to the importation or facilitation of the importation of petroleum products from Iran, and for other purposes, as amended. The Clerk read the title of the bill. The text of the bill is as follows: H.R. 3774 Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Stop Harboring Iranian Petroleum Act'' or the ``SHIP Act''. SEC. 2. STATEMENT OF POLICY. It is the policy of the United States-- (1) to deny Iran the ability, by limiting Iran's export of petroleum and petroleum products, to-- (A) engage in destabilizing activities; (B) support international terrorism; or (C) fund the development and acquisition of weapons of mass destruction and weapons delivery systems; (2) to deny Iran funds to oppress and commit human rights violations against the Iranian people assembling to peacefully redress the Iranian regime; (3) to fully enforce sanctions against those entities which provide support to the Iranian energy sector; and (4) to counter Iran's actions to finance and facilitate the participation of foreign terrorist organizations in ongoing conflicts and illicit activities due to the threat such actions pose to the vital national interests of the United States.
