Mr. Speaker, the next devastating flood or natural disaster is not if, but when, and we have a choice to make here today: We can either help our communities prepare and prosper for years to come or continue to drag our feet and face the dire consequences. We owe it to ourselves, to our constituents, and to future generations to get this right, and I, personally, want to be on the right side of history when we look back on this climate crisis. The work we are doing here is not duplicative or onerous; it is smart, meaningful, and bipartisan, and I look forward to its passage.
