Mr. Chairman, I rise as designee of the gentleman from Michigan (Mr. Conyers) and I am pleased to offer the amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of the bill (before the short title), insert the following: Sec. __. None of the funds made available in this Act may be used to make an application under section 501 of the Foreign Intelligence Surveillance Act of 1978 (50 U.S.C. 1861) for an order requiring the production of library circulation records, library patron lists, book sales records, or book customer lists. The Acting CHAIR. Pursuant to the order of the House of today, the gentleman from New York (Mr. Nadler) and a Member opposed each will control 5 minutes.
