The question is on the motion offered by the gentleman from New York (Mr. Meeks) that the House suspend the rules and pass the bill, H.R. 4573, as amended. The question was taken; and (two-thirds being in the affirmative) the rules were suspended and the bill, as amended, was passed. The title was amended so as to read: ``A bill to urge the Secretary of the Treasury to instruct the United States Executive Directors at the International Monetary Fund, the World Bank, the Inter-American Development Bank, and other multilateral development institutions to use the voice, vote, and influence of the United States to cancel immediately and completely Haiti's debts to such institutions, and for other purposes.''. A motion to reconsider was laid on the table. ____________________
