Well, I am asking from a parliamentary point of view. I don't want to violate the House rules, but as a Member of Congress representing 700,000 people, I feel that I have to scream out in protest as to what is happening to the country and my constituents. There has to be some way for me in a parliamentary way, without violating the House rules, to express myself. The SPEAKER pro tempore.
