Mr. President, I ask unanimous consent that when the Senate completes its business today, it adjourn until 10 a.m. on Monday, December 20; that following the prayer and pledge, the Journal of proceedings be approved to date, the morning hour be deemed expired, the time for the two leaders be reserved for their use later in the day; that following any leader remarks, the Senate proceed to executive session and resume consideration of the New START treaty; that at 1:30 p.m., the Senate recess until 2 p.m. and then meet in closed session in the Old Senate Chamber; that following the closed session, the Senate return to the Senate Chamber and reconvene in open session.
