Mr. President, I ask unanimous consent it be in order for Senator DeMint to be recognized. That has already happened so we don't have to worry about that because he was recognized, because he has already moved to suspend Senate rule XXII. I appreciate his understanding and finishing his remarks as quickly as he did. The amendment he is offering is in regard to border fence completion.
