Madam President, I am sorry we had to go through all this procedural stuff. It would have been easier just to have a consent agreement and we would wind up doing this anyway, but there was an objection to this by my friends on the other side of the aisle. Basically, what happened today is the Congressional Budget Office, at the last minute, gave us a different number. As a result, we wanted to make sure everything was budget neutral, and it was not. So we are going to offer an amendment now that will show everything budget neutral. That is where we are. Motion to Concur with Amendment No. 4575 I move to concur in the House amendment to the Senate amendment to H.R. 1586 with an amendment which is at the desk. The PRESIDING OFFICER.
