Mr. President, this is a time that virtually no one is happy with. Someone wanted it late, someone wanted it early. As I indicated to Lula Davis, we just split the baby in half. This is the best we can do. Make as many people happy as we can. We are coming in at 8:30, which is unusual on a Saturday morning, but people who live certainly east of the Mississippi, they can go some ways--it is difficult for those of us who live west of the Mississippi to go anyplace, but at least some people will be able to have an afternoon at home or in their States with this agreement that has just been approved.
