Mr. President, I ask the Chair to lay before the Senate a message from the House with respect the H.R. 5281. The Presiding Officer laid before the Senate the following message from the House of Representatives: Resolved, That the House agree to the amendments numbered 1 and 2 of the Senate to the bill (H.R. 5281) entitled ``An Act to amend title 28, United States Code, to clarify and improve certain provisions relating to the removal of litigation against Federal officers or agencies to Federal courts, and for other purposes'' and be it further Resolved, That the House agree to the amendment numbered 3 of the Senate with a House amendment to the Senate amendment.
