Madam President, I wish to thank all of the Senators who have come down for this debate. These are just a couple of cleanup, housekeeping things I need to do. First of all, the charge was made that we are trying to make the Senate like the House. Rather than get in a long debate here, I ask unanimous consent to have printed in the Record Federalist Paper No. 62 and a letter from a number of scholars who testified before the Rules Committee.
