one of the big issues that can help us function better is if we just agree, whether we are in the majority or in the minority, that we want both sides to have the opportunity to debate and to offer amendments. And so we are trying to protect that right. Many of us are thinking in terms of these rulings, and we are saying we want them to be fair to both sides. So the provision on the right to offer amendments is in the legislation. It talks about them being majority and minority amendments. It doesn't talk about parties because a lot of the pundits are saying we are going to be in the minority in 2 years, and I think it is only fair in the Senate that we have that kind of relationship.
