Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I am also thinking about last week's committee hearing and this discussion about the history of where we were with regard to the appropriations process. I think there is a very different mood this year than we had in the last cycle, and that is the fact that Democrats have never called to shut it down. That is exactly what we are hearing from Republicans on the other side of the aisle. We never took that position. We were always trying to work it out, not shut it down. Even though we might not have passed all the bills by September 30, we were working across the aisle with our colleagues, working with the Senate on the other side, so we never had a shutdown. What we had was constant movement toward an agreement. Indeed, the passed appropriations bills passed with overwhelming bipartisan support, both in the Senate and the House. We had hundreds of Republicans voting with the Democrats to pass the last appropriations bills.
