The amounts otherwise provided by this Act are revised by reducing the amount made available for ``Department of Education, Departmental Management, Program Administration'', and increasing the amount made available for ``Department of Education, Student Financial Assistance'' (and the amount made available under such heading for subpart 1 of part A of title IV of the Higher Education Act of 1965), by $39,000,000.
