Senator Hagan. Mr. Reid and Dr. Shear, during his testimony before the Senate Armed Services Committee on April 7, General Carter Ham, the Commander of U.S. Africa Command (AFRICOM), suggested that DOD needed to take a more regional approach to address the threat emanating from Somalia.
Hagan references General Ham's call for a regional strategy against threats from Somalia.
