The clerk will report the concurrent resolution by title. The bill clerk read as follows: A concurrent resolution (H. Con. Res. 228) providing for a joint session of Congress to receive a message from the President of the United States. There being no objection, the Senate proceeded to consideration of the concurrent resolution.
