Mr. President, I ask unanimous consent that there now be 20 minutes of debate, with the time equally divided, with respect to the Cornyn amendment No. 4302, and that the amendment be modified with the changes at the desk; that Senator Baucus then be recognized to offer an amendment on the same subject as the Cornyn amendment; that the two amendments be debated concurrently for the total time as specified above, with no intervening amendment in order to either amendment; that upon the use or yielding back of time, the Senate proceed to vote with respect to the Baucus amendment, to be followed by a vote in relation to the Cornyn amendment, as modified; that prior to any succeeding votes in this sequence, there be 2 minutes of debate, equally divided and controlled in the usual form, and that any succeeding votes be limited to 10 minutes; that the next amendment to be offered be from the majority and then an amendment from the Republican side.
